Eligibility Requirements

To qualify for a Minnesota medical license, applicants must meet the following requirements:

  1. Hold an MD or DO degree from an accredited medical school.

  2. Complete at least 1 year of ACGME- or AOA-accredited postgraduate training (IMGs must complete 3 years).

  3. Pass all required examinations:

    • USMLE Steps 1–3, or

    • COMLEX Levels 1–3, or

    • Equivalent exams accepted by the Minnesota Board of Medical Practice.

  4. Provide verification of all medical licenses ever held (must be unencumbered).

  5. Submit official medical school transcripts and postgraduate training verification directly from institutions.

  6. Complete FSMB Credential Verification Service (FCVS) profile (highly recommended; sometimes required).

  7. Pass a criminal background check, including fingerprints.

  8. Demonstrate good moral character, with no disqualifying disciplinary or legal history.

Application Process

  1. Apply Online
    Complete the application through the Minnesota Board of Medical Practice online portal.

  2. Pay Application & Licensing Fees
    Fees include the application fee, licensing fee, and background check fee.

  3. Submit Required Documentation:

    • FCVS profile (if used)

    • Transcripts

    • Examination score reports

    • Postgraduate training verification

    • License verifications

    • Employment/privilege history

  4. Complete Background Check
    You must undergo a Minnesota and FBI fingerprint check before approval.

  5. Board Review
    The Board reviews all materials to determine eligibility and completeness.

Controlled Substance Registration

If you plan to prescribe controlled substances:

  1. Register for a DEA number after receiving your Minnesota license.

  2. Minnesota does not require a separate state-controlled substance license.

Continuing Education Requirements

To maintain licensure, Minnesota requires:

  1. 75 CME hours every 3 years

  2. CME must relate to current medical practice.

  3. Additional training may be required for:

    • Opioid prescribing

    • Pain management

    • Implicit bias (in certain circumstances)

Processing Time

Typical processing time for Minnesota medical license:

  • 6–12 weeks
